Constructs a new LayoutManagerWorkbenchTool

LayoutManagerWorkbenchTool is a module:br-workbench/ui/WorkbenchComponent that can be added to the workbench tools. It acts as a driver for the caplin.layout-service service. It will present a list of available and open layouts with controls to manipulate the layouts. It also allows the creation of new layouts.
